Emergency Response Plan: Essential Staff
Appalachian State University recognizes that some departments must continue to provide services during emergency situations. Even if the campus is closed or the County declares a State of Emergency and imposes a mandatory curfew certain essential staff will be required to stay at work or come in, exercising appropriate caution for personal safety, to meet our responsibilities for safety, security, and basic food and housing needs. The following departments have been identified as having essential staff:
- Physical Plant
- New River Light & Power
- Food Service
- Housing & Residence Life
- University Police
- Telecommunications(Centrex)
- Student Health Services
- Information Technology
- Parking & Traffic
The Director of each of the above departments is responsible for the following:
- Identifying and notifying those employees within their department who are considered as essential staff.
- Notifying Food Services (ID Card Section) of those employees who are to have their ID Cards annotated as Essential Staff.
- Notifying Human Resource Services (HRS) when a vacant or new position is posted that is considered essential.
- Conducting an annual orientation of all staff within the department, at a minimum explaining the following:
- Duties & responsibilities during an emergency.
- The department's expectations of employees consideredessential.
- The consequences employees might face for failing to report for work during an emergency, when their personal safety is not in jeopardy.
- That essential staff should present their ID card to local law enforcement should they be stopped during periods of restricted travel that may be enacted during a Proclamation of a County-wide State of Emergency.
- That essential staff required to work when the university is closed or operations are curtailed due to emergency conditions will be granted paid time off on an hour for hour basis for all hours worked as prescribed in Section 5, page 40.3, in the Adverse Weather and Emergency Closings section of the State Personnel Manual.
