The Appalachian State University campus is currently operating under NORMAL conditions.
Emergency Operations Plan
7.0 Concept of Operations
- This Plan will be activated once the condition of the University is upgraded from normal. During guarded conditions the Emergency Operations Plan will be utilized as a decision making tool and framework for information collection and dissemination, as well as general coordination.
- Upon increased threat, or notification of impending or actual emergency incident or disaster, the Emergency Operations Center Manager or his/her designee, in coordination with the Director of University Police, will activate the Emergency Operations Plan. He/she may also activate the Emergency Operations Center.
- The Emergency Operations Center activation and staffing level will be dependent upon the situation. However, the Emergency Operations Center Manager or his/her designee will activate accordingly while in communication with the Executive Group. More information regarding the Emergency Operations Center is provided in detail within this Base Plan.
- All University emergency incident and disaster operations will be conducted within the National Incident Management System (NIMS) model. The Incident Command System (ICS) model will be utilized for all field operations, and integrated into the Emergency Operations Center.
- The Emergency Operations Center Manager or his/her designee will manage all operations within the Emergency Operations Center and coordinate all resources through the Emergency Operations Center.
- The Public Information Officer will coordinate with the Executive Group and external media sources to ensure accurate and timely release of information.
- All University departments and/or divisions will contribute to the preparedness, response, and recovery to create an effective operation during major emergencies or disasters.
- The Emergency Operations Center will coordinate with technical specialists, including the National Weather Service, and other agencies to provide specialized information necessary to emergency and disaster operations.
- When the response to an incident exceeds the capabilities of University resources, assistance will be requested from the Watauga County Emergency Operations Center, as well as the Town of Boone. The Watauga County Emergency Operations Center will coordinate resources from the North Carolina Division of Emergency Management and the Federal Emergency Management Agency.
- Functional annexes are provided in addition to the Base Plan to provide responsibilities for specific emergency and disaster emergency functions. These annexes will continually be updated and revised. Situational and hazard annexes will also be included that provide detailed response planning for specific incidents.
- Emergency Operations Center: The location that provides coordination for the ground operations and communication to the Executive Group. This location is staffed with identified personnel to manage the incident.
- Executive Group: The Executive Group is comprised of the Chancellor and other key personnel to make executive decisions and general incident oversight.
- Operations Group: The Operations Group is comprised of the departments and personnel that physically provide the services to prepare, respond, and recover from the incident.
- Public Information: Information that must be delivered to the Appalachian community is managed through this network that is in communication with the EOC, Executive Group, and Operations Group.
